Hungry Blood Ongs lives at the Ong's Habitat, which is located near the South gate of Samarkant. Go straight down the road near the South gate and you will find the Ong's habitat in the end of the road.
And you can get the water of Samarkant from Martel. I've seen her go to the well every morning to get water to make holy water used in the cathedral.
