Scenario
We found the information we wanted from Closier Informant.
By combining three signs Ivy left a key can be obtained, and when the key is used at the Evil Order Fortress Ivy will appear.
I would like to convince Ivy myself, but I have received orders from the Emperor so I can't go.
Why don't you try convincing Ivy in my place?
Then I will tell you how to meet Ivy.
First you must obtain signs from three areas which Ivy left. They are Ampitheater, Cleopatra's Gate, and Haran's Tower. When you kill the sentry leader you will be able to receive the signs, but it is said that they do not appear normally. They only appear when they hear the sound of the Horn Trumpet that is used when the pirates are under attack. The Military Camp has a Horn Trumpet obtained from the battle with the pirates, so you can use that one.
Next you need the Punisher's Blood which has a mysterious energy of the other world, which can be obtained by hunting Punishers.
Once you get the materials, you need to make the Key of Sign to meet Ivy. To make the key you need all three signs and the Punisher's Blood. Use the blood, then you will be able to obtain the key from the signs.
Use the key near the watch tower in the Evil Order Fortress to meet Ivy. When you meet her, tell her that she is under control of the Fallen Angel Seniel, and that if she comes back the army will forget everything and welcome her. Give this letter to her. And just in case, bring me her Red Hair as evidence of meeting her.
It will not be easy to meet Ivy, so make sure you form a party before you go.
Also remember that only the party leader can use the key.

1) Quest only available when belonging to an exp auto share/item auto share party
2) Able to teleport with players that are proceeding or have completed Ivy 2 quest
3) Key of Sign can only be used by the party leader
4) Even when you are dead, if Ivy is defeated then the quest will be completed
